What is the best video card out now(for a cheap person)?

What is the best video card for someone next to a 100-200 dollar budget.

Nvidia EVGAs are nice and cheap. I would recomend buying one of those. 8800, 7900, anything. they are adjectives pretty good and cheap.
I conjecture the NVIDIA GeForce 8800 is about that.
