It is usually call thermal paste, grease or goop. Aftermarket heatsinks usually come w/ a small sachet of it. High production thermal paste similar to Artic Silver 5 and Zalman STG-1 are available from computer parts stores. Silicone thermal paste is usually available at electronics parts stores.
